Territoriality and Social Conflict in Urban Roma Communities in Portugal: Mechanisms and Policy Insights

Abstract

This paper examines territoriality, conflict, and integration in the urban studies of Roma communities in Portugal. It highlights the role of spatial dynamics as both a framework and a mechanism for understanding the systemic challenges faced by Roma populations, including forced mobility, institutional discrimination, and social stigmatization. The analysis focuses on the intersection of mobility, agency, and structural opportunities, shedding light on how territorial belonging and identity transformations interact with public policies. By dismantling stereotypes and emphasizing the agency of Roma groups, the paper argues for pragmatic territorial governance approaches. These approaches must recognize Roma territoriality as central to effective policy design, aiming to foster social cohesion through inclusive services and spaces that address broader community needs. The work underscores the need for a nuanced, relational, and dynamic perspective on Roma visibility and the role of space in shaping their integration and conflict resolution processes.
