Europe as a Risk Averse Power. A hypothesis
Abstract
Is it possible to define the identity and strategy of an actor in the international system by referring to its aversion to risk ? Can one speak of a Risk Averse Power? These are the questions we will set out to answer here in suggesting that the European Union is a political actor whose identity and strategy on the international field are based on a strong aversion toward risk. In order to make this hypothesis, we will (I) define the meaning of a Risk Averse Power, (II) propose criteria for measuring this risk aversion, (III) attempt to explain why Europe is risk averse, and (IV) determine the implications of risk aversion for Europe as a global actor.
