Gouverner par le temps

This paper examines how actors use time as a strategic resource for planning radioactive waste management. Some of these protagonists have managed to keep this controversial technical project alive by playing off several temporalities at cognitive and organizational levels. In an attempt to break out of the deadlock of waste management through deep repositories, they changed the project’s timeline by creating a legislative schedule, including in it a phase devoted to research meant to be independent from the industrial project, and making changes at an institutional level. Nevertheless, the new political framing is still subordinate to the initial technical framing which, however, has now become invisible. Consequently, instead of being alternatives, the two framings have coexisted in two different spheres, one public and one confined. This has maintained the technical framing which, in turn, helps explain the strengthening over time of technological lock-in around waste storage.
Cet article analyse comment des acteurs font du temps une ressource stratégique, dans le cadrage de la gestion des déchets radioactifs. Des acteurs parviennent à maintenir un projet technique contesté en jouant avec des temporalités multiples aux niveaux cognitif et organisationnel. Ainsi, pour sortir du blocage le projet de stockage profond, ils en modifient le cadrage temporel, créent un calendrier législatif, avec une phase de recherche indépendante du projet industriel et mènent un changement institutionnel. Mais ce nouveau cadrage politique reste subordonné au cadrage technique initial rendu invisible. Au lieu d’une alternance, ces deux cadrages coexistent, dans des sphères différentes, publiques ou confinées. Et ce maintien discret du cadrage technique permet d’expliquer le renforcement dans le temps du verrouillage technologique autour du stockage.
