Public mobilizations and EU agenda representation

Abstract

This paper focuses on the case of the 2009 European milk strike, which is regarded as one of the first large-scale transnational movements targeting the European policy agenda. Based on agenda setting literature, this case study is used in order to explain how issues upon which mobilization is generally organized at the national level and towards national venues, can transform and emerge at the European level.
